Title

Accepting Federal Recreational Trail Grant Program funds through the Minnesota Department of Natural Resources, entering into a grant agreement detailing conditions of the grant which includes an indemnification clause, and amending the finance and spending plan in the Department of Parks and Recreation in the amount of $150,000 to reflect said grant funds for the Robert Piram Regional Trail project.

 

Body

WHEREAS, the Saint Paul City Council, by its resolution CF #20-301, approved the Department of Parks and Recreation’s submittal of a Federal Recreational Trail Grant Program in the amount of $150,000 for the Robert Piram Regional Trail project; and

 

WHEREAS, the project is to construct four trailhead areas along the Robert Piram Regional Trail, providing a 3.7 mile off-road pedestrian connection from Harriet Island to South Saint Paul; and

 

WHEREAS, the Department of Parks and Recreation has received a reimbursement grant of $150,000 from the Federal Recreational Trail Grant Program; and

 

WHEREAS, the grant requires a twenty-five percent (25%) match which will be met by existing Parks and Trails Legacy funds already designated for the project; and

 

WHEREAS, the City of Saint Paul agrees to comply with all applicable laws, environmental requirements and regulations as stated in the grant agreement, which include entering into a grant agreement with the State of Minnesota to accept and implement said funds, which may include an indemnification clause; and

 

WHEREAS, the City Council finds that there is a public purpose in providing trailhead locations along the Robert Piram Regional Trail; and

 

WHEREAS, the Department of Parks and Recreation wishes to accept said funding and amend the financing and spending budget in the amount of $150,000 to reflect said funds available for the Robert Piram Regional Trail project; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $150,000 in excess of those estimated in the 2019 Capital Improvement Budget; now, therefore, be it

 

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $150,000 is available for appropriation in the 2019 Capital Improvement Budget, and said 2019 budget, as heretofore adopted by the Council, is hereby further amended as identified on the Financial Analysis; and, be it

 

FURTHER RESOLVED, that the proper city authorities are authorized to execute the grant agreement, which includes an indemnification clause; and

 

FURTHER RESOLVED that the applicant has read the Conflict of Interest Policy contained in the Trail Program Grant Manual and certifies it will report any actual, potential, perceived, or organizational conflicts of interest upon discovery to the state related to the application or grant award; and

 

FURTHER RESOLVED, the City Council of the City of Saint Paul names the fiscal agent for the City of Saint Paul for this project as: Michael Hahm, Director of Parks and Recreation, 25 W. 4th Street, Suite 400, Saint Paul, MN 55102; and

 

FINALLY RESOLVED, the City of Saint Paul hereby assures the trailheads along the Robert Piram Regional Trail will be maintained for a period of no less than 20 years.
