Stated Reason for Appeal (if given): Property owner stated that they closed on the property in September 2019. Despite this, the garbage bills are still being sent to the previous owner's address.

Staff Comments: Staff confirmed with hauler that the Quarter 3 2020 invoice was sent to the mailing address for the previous property owner. In addition, a copy of the 11/22/2019 hauler update has updated the property mailing owner and mailing address to reflect the current property owner. This change in property owner and mailing address, however, was not put in as a work order for the hauler. Staff therefore recommends removing the late fees of $10.08, as well as an additional $20.16 for the late fees accrued for Q1 2020 and Q2 2020.  This would reduce the assessment to a total of $47.12. Staff has confirmed with the hauler that they have updated the account with correct mailing address.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during July to September 2020. (File No. CG2004A4, Assessment No. 200166) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced from $77.36 to $47.12.
