Title

Recognizing $750,000 in available fund balance in 2021 in the Mayor's Office grant fund and then transferring to the Public Works grant fund for electric charging hubs.

 

Body

WHEREAS, the City of Saint Paul is leading the Twin Cities Electric Vehicle Mobility Network (TCEVMN) project which will deliver 70 EV charging hubs across Saint Paul and Minneapolis, and each hub will provide both public EV charging and EV charging dedicated to use by an EV carshare service that will be operated by HOURCAR; and

 

WHEREAS, in collaboration with American Lung Association, Xcel Energy, HOURCAR, and East Metro Strong, with American Lung Association as the lead applicant, the City pursued federal Department of Energy funding to support the TCEVMN and also to fund an additional pilot program through with HOURCAR and Xcel will offer EV carshare within multi-family residential developments in the Twin Cities; and

 

WHEREAS, the City committed to completion of the Twin City Electric Vehicle Mobility Project under Council Resolution 20-1370; and

 

WHEREAS, the City of Saint Paul has been awarded a federal Congestion Mitigation Air Quality (CMAQ) grant of $4 million for the Twin Cities Electric Vehicle Mobility Project; and

 

WHEREAS, the Mayor’s Initiatives Grant accounting unit currently has $750,000 in available fund balance to start a new budget in the new Elect V Charging Stations accounting unit; and

 

WHEREAS, this $750,000 sum is considered as part of the $1,000,000 local match for the CMAQ grant; and

 

WHEREAS, once received the new Elect V Charging Stations AU will use the funds transferred to finance the leasing of a vehicle fleet scheduled to arrive in April 2021; and

 

WHEREAS, the Mayor, pursuant to section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds in the amount of $750,000 in the Mayor's Office grant fund; now

 

THEREFORE, BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor, that $750,000 is available for appropriation in the Electric Vehicles Charging Stations budgets, as heretofore adopted and amended by this Council, is hereby further amended in the particulars as specified in the attached financial analysis.
