Title

Approving the use or non-use of a Project Labor Agreement on Department of Parks and Recreation construction projects for the first half of 2021.

 

Body

 

WHEREAS, the Saint Paul City Council adopted Council File #09-584 on the use of Project Labor Agreements (“PLA”) for projects involving $250,000 or more of City money; and

 

WHEREAS, the Department of Parks and Recreation is undertaking the following projects with budget totals over $250,000:

 

2021 Outdoor Court Renovations - project includes replacing and installing new tennis courts at Edgcumbe Recreation Center; removal of single tennis court and resurfacing basketball court at Webster Park; and resurfacing basketball and tennis courts at Prosperity Heights Park.

Estimated Start Date:  May 2021 (3 months)

 

Como Regional Park Transportation Projects Golf and Pavilion Lots - the project includes resurfacing the Como Golf Course parking lot and the Lakeside Pavilion North and South Parking lot, including updating stormwater management and bicycle and pedestrian trail.

Estimated Start Date:  September 2021 (3-4 months)

 

Grand Round Nodes - construct up to six (6) paved nodes with included signage for pedestrians and bicyclists at various locations along the Saint Paul Grand Round.

Estimated Start Date:  May 2021 (5 months)

 

Hamline Play Area - play area at Hamline Park will be renovated replacing old play equipment with new play equipment. An accessible pathway to the play area will be re-paved, and a picnic table, grill, and rain garden will also be added. The park sign will be updated.

Estimated Start Date:  May 2021 (3 months)

 

Lower Landing Park Improvements: Dog Park and Nature Surface Trail - fence installation, concrete work, aggregate surface trail, grading, tree removals, landscaping. Installation of a shade shelter, site furnishings, and drinking fountain.

Phalen Regional Park Multi-Modal Transportation Improvements - Phase II - Parks and Recreation is providing improvements to parking areas, pedestrian and bike trails, and relocation of the boat ramp.     Estimated Start Date:  June 2021 (5 months)

 

Trout Brook Internal Trails - construct a paved ADA route into the Trout Brook Nature Sanctuary from Geranium Avenue. Install additional signage as needed.

Victoria Park - installation of a multi-purpose, artificial turf athletic field in Victoria Park at the corner of Victoria Way and Adrian Streets in Saint Paul.

Estimated Start Date:  May 2021 (5 months)

 

Wakan Tipi Center - a 9,000 square foot cultural and environmental interpretive center building.  Estimated Start Date:  June 2021 (12 months)

 

Westgate Park - a new passive park will be built, and improvements may include open green space, trees, seating, signage, bike racks and public art.

Estimated Start Date:  June 2021 (4 months); and

 

WHEREAS, the Department of Parks and Recreation sent a written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on January 5, 2021 with one response received; and

 

WHEREAS, the Saint Paul Building and Construction Trades Council recommended a PLA for the Como Regional Park Transportation Projects, Grand Round Nodes, Hamline Play Area, Lower Landing Park Improvements, Phalen Regional Park Multi-Modal Transportation Improvements, Victoria Park, Wakan Tipi Center, and Westgate Park projects listing the length of project, size of project, multiple crafts involved, and safety as reasons they recommend a PLA for these projects; and

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF #09-584, the use of a PLA will ensure a harmonious, continuous, and stable workforce for the Grand Round Nodes, Hamline Play Area, Lower Landing Park Improvements, Victoria Park, Wakan Tipi Center, and Westgate Park projects, which will in turn ensure timely completion of the project without work stoppage or interruption; and

 

WHEREAS, staff supports a recommendation for a PLA on the Grand Round Nodes, Hamline Play Area, Lower Landing Park Improvements, Victoria Park, Wakan Tipi Center, and Westgate Park projects; and

 

WHEREAS, each project listed in this resolution is being bid lump sum and labor rates are established by prevailing wage labor rates which meet or exceed union rates; and

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in Council File #09-584 and past practice on substantially similar projects, a PLA will not benefit the 2021 Outdoor Court Renovations, Como Regional Park Transportation Projects, Phalen Regional Park Multi-Modal Transportation Improvements, and Trout Brook Internal Trails projects; now, therefore, be it

 

RESOLVED, that the City Council hereby approves the use of a PLA on the construction portion of the Grand Round Nodes, Hamline Play Area, Lower Landing Park Improvements, Victoria Park, Wakan Tipi Center, and Westgate Park; and, be it

 

FURTHER RESOLVED, that the City Council finds that the 2021 Outdoor Court Renovations, Como Regional Park Transportation Projects, Phalen Regional Park Multi-Modal Transportation Improvements, and Trout Brook Internal Trails projects are not of a scope or nature that they will be negatively impacted if no PLA is required.
