Authorizing appropriate City officials to enter into a Professional Services Agreement with Primacy Strategy Group.  (To be withdrawn.)

 

Body

WHEREAS, the Saint Paul Administrative Code Sec. 45.03 requires that all contracts for lobbying activities be first authorized by resolution of the City Council; and

 

WHEREAS, the Mayor’s Office wishes to contract with Primacy Strategy Group to provide federal legislative lobbying services in 2021 to include, but not be limited to:

 

- Monitor and analyze activities related to the federal budget and Congressional appropriations process including HUD and EEOC and their impact on Saint Paul.

 

-Monitor and analyze TIGER grants or FAST grants for their alignment with city priority projects like (1) regional transit lines currently under study, (2) pedestrian, bike and other non-motorized transportation infrastructure improvements included in the Comprehensive Plan, (3) Eastbound Kellogg Rivercentre Bridge and (4) high speed rail from Chicago to the Union Depot.

 

- Monitor current public safety federal grants for Body-worn Camera, COPS Hiring, JAG Grants, Human Trafficking, and Port Security and funding for Violence Against Women Act grants.

 

- Advocate for priority parks projects including Urban Waters Initiative, EPA, Paddle Share NPS, NPS Headquarters, and the Great River Passage/Environmental Resource Center.

 

- Monitor, analyze and advocate for grant funding related to federal housing and community development programs to include: (1) CDBG, (2) HOME, (3) Emergency Shelter Grants, (4) Public Housing and Section 8, (5) Ending Veterans Homelessness and (6) Promise Neighborhood.

 

- Monitor, analyze, and advocate for: 1) federal COVID-19 related stimulus legislation; and 2) federal public safety assistance or reimbursement funding for May 2020 civil unrest.

 

- Other legislative priorities as may be identified by the Mayor and Council; now, therefore be it

 

RESOLVED, that the City Council authorizes appropriate City officials to enter into the attached professional services agreement with Primacy Strategy Group.
