Authorizing the City to apply and accept $700,000 in grant funding from the Saint Paul & Minnesota Foundation for the People’s Prosperity Pilot; authorizing the execution of a grant agreement; and amending the 2021 Office of Financial Empowerment budget.

Body
WHEREAS, Mayor Melvin Carter III directed the Office of Financial Empowerment (OFE) to develop and implement a program that provides payments in an amount not to exceed $500 in monthly guaranteed income to as many as 150 randomly selected Saint Paul residents through Emergency Executive Order 2020-26; and

WHEREAS, Mayor Melvin Carter III launched a private donation campaign in partnership with the Saint Paul & Minnesota Foundation to support families in the program, now known as the People’s Prosperity Guaranteed Income Pilot (“the Pilot”); and

WHEREAS, as declared in Executive Order 2020-26, the Pilot will serve to protect and stimulate the local economy by providing guaranteed monthly income to randomly selected, low-income residents experiencing adverse financial consequences as a result of COVID-19; and

WHEREAS, generous private donations from philanthropy and individuals have contributed $700,000 to the Saint Paul & Minnesota Foundation (“Grant Funds”) to be directed to the Pilot; and

WHEREAS, the Saint Paul & Minnesota Foundation desires to grant the Grant Funds raised through the private donation campaign to the City of Saint Paul for the purposes of supporting the Pilot; and

WHEREAS, it is necessary that the City and the Saint Paul & Minnesota Foundation enter into a grant agreement whereby the donated funds to the Saint Paul & Minnesota Foundation will be granted to, and received by, the City; and

WHEREAS, the grant agreement may contain a promise that the City, as grantee, defend indemnify the Saint Paul & Minnesota Foundation, which the Council would find necessary and appropriate in this instance; and
