Authorizing the Police Department to enter into a grant agreement with the Office of Justice Programs (OJP), U.S. Department of Justice (DOJ) for the COSSAP grant (Comprehensive, Opioid, Stimulant, Substance Abuse Site Based Program).

WHEREAS, the City of Saint Paul, has been awarded the BJA FY 20 COSSAP for the Office of Justice Programs (OJP), U.S. Department of Justice (DOJ) in the amount of $412,125; and

 

WHEREAS, the grant will provide funding for personnel costs of ½ salary for Data Analyst, ½ salary for a Sergeant, overtime cost, evaluation through the U of W along with funding for Naloxone; and

 

WHEREAS, the grant will also provide tracking non-fatal and fatal overdoses, as well as providing outreach and resources to victims of overdose; and

 

WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $412,125 in excess of those estimated in the 2020 budget and recommends the following changes; and

 

THEREFORE BE IT RESOLVED, that council accepts this grant award and authorizes the City of Saint Paul to enter into an agreement for this grant award and approves these changes to the 2020 budget.
