Title
Amending the financing and spending plan in the Department of Parks and Recreation in the amount of $1,003,137 to reflect Metropolitan Council Regional Parks Bonding Program funding, and giving permission for the proper city officials to enter into an agreement with the Metropolitan Council, which includes an indemnification clause.

Body
WHEREAS, the Department of Parks and Recreation has received a Regional Parks Bonding Program appropriation in the amount of $1,003,137; and

WHEREAS, projects that have been identified as eligible to receive aforementioned funding are as follows:

- Fish Hatchery Trail Design - $850,000
- Lower Landing Improvements - $36,015
- Phalen Regional Park Acquisition Reimbursement - $72,355
- Robert Piram Regional Trail Acquisition Reimbursement - $44,767; and

WHEREAS, the Department of Parks and Recreation wishes to accept the funds and amend the financing and spending plan for $1,003,137 for said projects; and

WHEREAS, the grant agreement requires the City to defend and indemnify the Metropolitan Council as a condition of receiving the grant funds; and

WHEREAS, the City Council finds that there is a public purpose in preparing the Fish Hatchery Trail for rehabilitation, continuing implementation of the Lower Landing Master Plan, and reimbursing local costs of parcel and easement acquisitions; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $1,003,137 in excess of those estimated in the 2019 Capital Improvement Budget; now, therefore, be it

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $1,003,137 is available for appropriation in the 2019 Capital Improvement Budget, and said 2019 budget, as heretofore ad...
