Amending the spending and financing plans for various city departments.

Body
WHEREAS, due to the impacts of the COVID-19 pandemic, including extended closures and reduced capacity, the department of Parks and Recreation is expecting lower than anticipated revenues for the Como Zoo and Conservatory; and
WHEREAS, the City of Saint Paul is expected to exceed the amounts budgeted for unemployment insurance; and
WHEREAS, the Police department is expected to exceed the amounts budgeted for passive protective equipment; and
WHEREAS, the 2020 mid-year budget resolution set aside contingency funding for pandemic-related expenses; and
WHEREAS, general revenues in the areas of franchise fees, police pension aid, and revenues in the Department of Safety and Inspections are expected to exceed the amounts budgeted for 2020; and
WHEREAS, the 2020 City general fund budget includes funding for the citywide costs associated with Paid Parental Leave in the general government accounts, and
WHEREAS, the 2020 City general fund budget includes funding for the citywide costs associated with Earned Sick and Safe Time in the general government accounts, and
WHEREAS, the Fire department has identified costs within their department related to Paid Parental leave as outlined in the attached, and
WHEREAS, the Parks department has identified costs within their department related to Earned Sick and Safe Time as outline in the attached, and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul does certify that there are available for appropriation funds in excess of those anticipated in 2020 budget as indicated in the attachment, and
WHEREAS, the Mayor, pursuant to Section 10.07.4 in of the Charter of the City of Saint Paul does certify that there are appropriations available to transfer between departments, now
