Amending the financing and spending plan in the Department of Parks and Recreation in the amount of $6,900 for improvements to Margaret Park.

Body
WHEREAS, on November 20, 2020, by Resolution #20-1675, the Neighborhood STAR Board approved proposals for STAR grant financing through the Ward 7 Neighborhood STAR Year-Round Program for assistance with improvements to Margaret Park; and

WHEREAS, Council Ward 7 has authorized the City of Saint Paul’s Department of Parks and Recreation to act on their behalf; and

WHEREAS, repairing the mural and installing two additional benches in Margaret Park will positively impact residents in Saint Paul’s East Side neighborhood; and

WHEREAS, due to the community significance of the Margaret Park improvements, a waiver to Neighborhood STAR Guidelines requiring a minimum $1 for $1 match is recommended; and

WHEREAS, the Department of Parks and Recreation agrees to manage and administer said funds for the Margaret Park project; and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing by providing grant financing up to $6,900 for improvements to Margaret Park; and

WHEREAS, it is the desire of Parks and Recreation to accept said funds and to amend the financing and spending budget for the project in the amount of $6,900; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $6,900 in excess of those estimated in the 2020 Capital Improvement Budget; now, therefore, be it

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $6,900 is available for appropriation in the 2020 Capital Improvement Budget, and said 2020 budget, as therefore adopted by the Council, is hereby further amended.
