Resolution amending the 2020 HRA General and Parking Enterprise Fund spending and financing plans, Citywide

Body

WHEREAS, since March 1, 2020, the COVID-19 pandemic has negatively impacted the City of Saint Paul revenues and the Housing and Redevelopment (“HRA”) parking revenues in calendar year 2020; and

 

WHEREAS, the Department of Planning and Economic Development (“PED”) made operational adjustments to its 2020 budget to spend less than its allocated 2020 budget in order to address its current financial situation; and

 

WHEREAS, the operational adjustments were made to PED’s Operations Budget, the HRA General Fund Budget, the HRA Parking Enterprise Fund Budget, and the HRA World Trade Center Parking Enterprise Fund Budget; and

 

WHEREAS, the HRA General, the HRA Parking Enterprise Fund Budget, and the World Trade Center Parking Enterprise Fund Budget financing and spending plan budgets also need to be amended to more accurately reflect the adjustments made; and

 

WHEREAS, the 2020 HRA General, the HRA Parking Enterprise Fund Budget, and the HRA World Trade Center Parking Enterprise Fund Budgets need to be amended to more accurately reflect operational adjustments to address the negative impact on parking revenues;

 

NOW, THEREFORE BE IT RESOLVED, by the Board of Commissioners of the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, that the 2020 HRA financing and spending plan budgets be amended, as shown in the attached financial analysis; and

 

BE IT FURTHER RESOLVED that the Executive Director and staff of the HRA are authorized to take all actions needed to implement this resolution.
