Title

Authorizing the City to accept $ 6,061,828 in CDBG-CV funds and $7,992,924 in ESG-CV funds related to CARES Act grants from the United States Department of Housing and Urban Development and amending the 2020 budget to incorporate these funds into the federal grant budget.

Body

WHEREAS, the City of Saint Paul is an entitlement grantee that receives direct funding from the United States Department of Housing and Urban Development (HUD) for the following programs: Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Home Investment Partnership (HOME); and

WHEREAS, Congress passed the Corona Aid, Relief, and Economic Security Act (CARES Act) on March 27, 2020 in response to the coronavirus (COVID-19) pandemic; and

WHEREAS, HUD was authorized by the CARES Act to distribute $5 billion in Community Development Block Grant Coronavirus (CDBG-CV) funds and $4 billion in Emergency Solutions Grant Coronavirus (ESG-CV) funds to assist communities to prevent, prepare for, and respond to COVID-19; and

WHEREAS, on April 2, 2020, the City of Saint Paul as an entitlement grantee was awarded a special allocation of $4,054,659 in CDBG-CV funding through HUD under the CARES Act based on the fiscal year 2020 CDBG formula; and

WHEREAS, on April 2, 2020, the City of Saint Paul as an entitlement grantee was awarded a special allocation of $2,049,510 in ESG-CV funding through HUD under the CARES Act based on the fiscal year 2020 ESG formula; and

WHERAS, on June 9, 2020, the City of Saint Paul as an entitlement grantee was awarded another special allocation of $5,943,414 in ESG-CV funding through HUD under the CARES Act based on a separate formula developed and approved by the Secretary of HUD; and

WHEREAS, on September 11, 2020, the City of Saint Paul as an entitlement grantee was awarded another special allocation of $2,007,169 in CDBG-CV funding through HUD under the CARES Act at the discretion of the Secretary of HUD; and

WHEREAS, the CDBG-CV and ESG-CV funds will be used for projects and activities to prevent, prepare for, and respond to the COVID-19; and

WHEREAS, the City of Saint Paul has followed its Citizen Participation Process and provided public notice of the CDBG-CV and ESG-CV funding awards and allowed for a public comment period for each of the awards; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the City Charter and by receipt of the CDBG-CV and ESG-CV funds, certifies that there is available for appropriation $ 6,061,828 in CDBG-CV funds and $7,992,924 in ESG-CV funds in excess of those budgeted as part of the federal grant budget in 2020; and

NOW THEREFORE BE IT RESOLVED that the Saint Paul City Council hereby authorizes the City of Saint Paul to accept the CDBG-CV and ESG -CV grants and amend the CDBG grant budget by $6,061,828 and the ESG grant budget by $7,992,924, and authorizes the appropriate City officials to execute agreements and take any other action necessary to carry out this resolution; and

BE IT FURTHER RESOLVED, that the projects and activities to be financed with CDBG-CV funds will be brought before the Saint Paul City Council at a future date for approval; and

BE IT FINALLY RESOLVED, that due to the Joint Powers Agreement with Ramsey County, the projects and activities financed with ESG-CV will be selected through a separate process with final approval by Ramsey County after consulting with City staff and the Ramsey County Continuum of Care Governing Board.
