Stated Reason for Appeal (if given): Property owner stated that he is not using the garbage service and therefore should not have to pay for service. He returned his 64-gal cart in September 2018 to the West 7th St Federation and has not used it since. He currently takes all his trash to his business.

Staff Comments: According to staff records, the property owner did call the city in April 2019 and refused garbage service. Based on this, city staff sent a request to ADS to adjust the service level to a small EOW cart after Q2 2019. Therefore, staff recommends reducing the assessment to the cost of a 35-gal EOW cart with late fees for a total of $66.19. We will also be reducing the assessments for Q3 & Q4 2019 as well as Q1 & Q3 2020.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for service during April to June 2020. (File No. CG2003A2, Assessment No. 200140) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
