Setting the Solid Waste Service Fee for 2021.  (Laid over from November 18.)

 

Body

WHEREAS, in 2018, the City of Saint Paul initiated a system for coordinating the collection of solid waste for residential buildings with one (1) to four (4) units; and,

 

WHEREAS, Ramsey County has authority, pursuant to Minnesota Statutes Sections §473.811 and §400.08, to collect charges for solid waste management services provided by others under contract with the County; and,

 

WHEREAS, the City is responsible for a long-term financing mechanism to fund its solid waste management programs; and,

 

WHEREAS, the City desires to finance its organized solid waste program by assessing individual property owners for the administrative costs of the program utilizing Ramsey County’s solid waste management service charge authority under contract with the County; and,

 

WHEREAS, the Solid Waste Service Fee covers the cost of program administration, bad debt reimbursement under the City’s Agreement with the Haulers Consortium, cart maintenance and repair, and future programming; and,

 

WHEREAS, a fee of $27.12 per unit for residential buildings with one (1) to four (4) units will allow for the proper administration of the organized solid waste program in 2021;

 

NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Saint Paul does hereby adopt the 2021 Solid Waste Service Fee for 2021 at $27.12 per unit for residential buildings with one (1) to four (4) units.

BE IT FURTHER RESOLVED, that the Council of the City of Saint Paul does hereby adopt the 2021 Solid Waste Service Fee as referenced above.
