Approving a 2021 maximum property tax levy for the City of Saint Paul.

WHEREAS, in accordance with Section 10 of the City Charter, Mayor Carter presented to the City Council on August 20, 2020 the Mayor's proposed budget; and in accordance with City ordinance, Mayor Carter presented to the City Council on August 28, 2020 the Library Agency's proposed budget with the combined Mayor's proposed budget and the Library Agency's proposed budget totaling $626,993,514 for operations and $67,350,000 for capital improvements; and

WHEREAS, the Mayor did recommend, as part of the comprehensive 2021 financing plan for the City of Saint Paul, that the net property tax levy payable in 2021 be $165,181,611, 0% change from last year as detailed below:

City Levy for City Operations 126,124,931
City Levy for Debt Service 18,521,513
City Levy for Library Agency 18,423,467
Total Recommended: 163,069,911

Levy for Port Authority 2,111,700

Net Levy 165,181,611

NOW, THEREFORE, BE IT RESOLVED, that in accordance with Minnesota Statutes, Section 275.065 Subdivision 1, the City Council, after considering the Mayor's recommendations, but absent public hearings on the Mayor's budget proposal, does hereby accept the budgets for fiscal year 2021, as proposed by the Mayor, as constituting the proposed budgets for the City of Saint Paul and the Saint Paul Library Agency; and be it
