Second rescheduling of the date of City Council public hearings to ratify the assessments for the 2019 Mill and Overlay projects under the Street Maintenance Service Program

WHEREAS, on April 1, 2020 the City Council approved the following resolutions to set the date of public hearings for May 6, 2020 to ratify assessments for the 2019 Mill and Overlay Projects under the Street Maintenance Service Program (SMSP):

 

RES 20-511           2019 SMSP Mill and Overlay: Downtown Streets

RES 20-513           2019 SMSP Mill and Overlay: St. Clair Avenue from Fairview to Snelling

RES 20-515           2019 SMSP Mill and Overlay: Cleveland Avenue from Yorkshire to Mississippi River Boulevard

RES 20-517           2019 SMSP Mill and Overlay: Pascal Street from University to St. Anthony

RES 20-520           2019 SMSP Mill and Overlay: Prior Avenue from Summit to I-94

 

; and

 

WHEREAS, due to the COVID-19 health pandemic, public attendance at public hearings in May was not feasible, and on April 22, 2020 the City Council adopted RES 20-658 to postpone the public hearings until September 16, 2020.  Public hearing notices were not sent to property owners; and

 

WHEREAS, in RES 20-658 the City Council also accepted and approved the Report of Completion of Assessment and Assessment Rolls for the 2019 SMSP Mill and Overlay projects, as prepared by the Office of Financial Services Real Estate Section; and

 

WHEREAS, due to the ongoing COVID-19 health pandemic and its potential health impacts on Saint Paul property owners, public attendance at public hearings remains infeasible; now, therefore, be it

 

RESOLVED, that the City Council hereby further postpones the public hearings to adopt and levy said assessments against the benefiting properties; and be it further

 

RESOLVED, that public hearings be had on said assessments on the 5th day of May, 2021 at 5:30 p.m., in the Council Chambers of the Court House and City Hall Building, in the City of Saint Paul; and that the Office of Financial Services Real Estate Section provide mailed and published notice of the same as required by law.
