Approving the Amendment to the A Community Outreach Program Agreement for Police Services for the Public Housing Agency.

 

Body

WHEREAS, since 1991 the PUBLIC HOUSING AGENCY OF THE CITY OF SAINT PAUL (“PHA”), and the CITY OF SAINT PAUL (“City”), acting by and through its DEPARTMENT OF POLICE (“Police Department”)  have collaborated to provide the community policing program known as A Community Outreach Program (“ACOP”) to create a drug-and crime-free environment and to provide for the safety and protection of residents, employees and visitors in public housing developments; and

 

 

WHEREAS, the PHA and the City have entered into an Agreement for Supplemental Police Services (“Agreement”) pursuant to Minnesota Statute Section 471.59, for the provision of police services to improve the safety, security and livability of the PHA’s public housing properties.  The Agreement is valid through March 31, 2021.

 

 

WHEREAS, the PHA and the City desires to amend the existing Agreement (“Amended Agreement”) attached below, to include an additional section (“Section 18”) entitled “Section 3 Clause” which describes the HUD regulations pursuant to 24 C.F.R. part 135. The purpose of section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.

 

 

WHEREAS, the City, by and through its Police Department, desires to continue its commitment of providing effective police services at PHA locations in accordance with this Amended Agreement;

 

 

RESOLVED, the Saint Paul City Council hereby authorizes the Saint Paul Police Department to enter into the attached Amended Agreement.
