WHEREAS, the United States Postal Service (USPS) plays a vital role in our local and national economy, delivers to 160 million homes and businesses through a mandated commitment to deliver to every household, six days a week, and employs nearly 640,000 individuals with living wages and is the single largest civilian employer of veterans; and
WHEREAS, the USPS is a trusted presence in neighborhoods across the country that residents have come to rely on for deliveries that help meet basic needs, especially in rural and sparsely populated areas that commercial delivery services do not serve or where that service is infrequent or expensive; and
WHEREAS, this essential service has become an even more vital link during the pandemic as people have sheltered in place and limited their interactions, and a collapse of the USPS at this crucial moment could not only damage communities’ access to supplies but also undermine our fight to defeat the COVID-19 virus and adversely impact the ability of residents to safely exercise their right to vote; and
WHEREAS, USPS is essential to the cultural, political, economic and health care systems of our community; and the compounding factors of a pandemic and the upcoming presidential election resulting in more Minnesotans than ever before voting by mail because of the pandemic bring heightened urgency to protecting the reliability of the USPS; now, therefore, be it
RESOLVED, that the City Council hereby requests that the Federal Delegation make a deliberative and thorough effort to support HR 8015 and its pending companion bill in the Senate, the Delivering for America Act which prohibits the USPS from making changes to operations or levels of service from those that were in effect on January 1, 2020 and ending on the last day of the COVID-19 public health emergency or January 1, 2021, whichever is later; now, therefore, be it further
