Stated Reason for Appeal (if given): I’m calling about the garbage bills I’ve been receiving that’s overdue.  It’s been paid as of June 3. I called and they (the customer service representative) claimed it’s been credited but they notified the city as an assessment. They (the customer service representative) referred me to give the city a call because it was a city problem.  Please remove the assessment from our building as it has been paid. Also, I would like the city to make it an optional opt-out program to allow homeowners to no longer participate in the trash removal program, as it’s not affordable.  I’m proposing the city to reconsider the program to either allow people to pay for their bills, or help people to no longer participate in the trash program, and to be able to choose whoever they want for their hauler.  It’ll be easier on homeowners or whoever that’s living in the home in the twin cities.

Staff Comments: Hauler confirmed that there had been no payments made on the account during Quarter 1 2020. The payment made on June 3 was credited to the property owner's account. Therefore staff recommends approving the assessment.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2020. (File No. CG2002D3, Assessment No. 200134) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
