Stated Reason for Appeal (if given): Property owner stated that they called Waste Management on 06/22/2020 and the customer service representative stated that there were two payments made during Quarter 1 2020. The first payment was made on 01/03/2020. The second payment was submitted on 03/29/2020 and was applied to the account on 04/02/2020. The customer service representative stated that based on this fact, the property owner should not have received an assessment for that quarter.

 

Staff Comments: Hauler confirmed that since Quarter 4 2018 they have only received two payments from the property owner. The first was on March 25, 2019 for Quarter 1 2019. The second was on April 13, 2020 for Quarter 2 2020. They stated that the customer service representative incorrectly identified that the balances removed and sent to the City of Saint Paul as assessments on January 3, 2020 and April 3, 2020 as payments.Therefore, staff recommends approving the assessment.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2020. (File No. CG2002A3, Assessment No. 200122) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
