Stated Reason for Appeal (if given): I am asking to be forgiven for this charge for the following reasons: I, Wendy Zarse, am the owner of this property, only as of 19 March 2020. I had been working with the family to take possession of the home sooner, but we eventually found ourselves dealing with Probate. The noticed received was my first encounter with the knowledge of an outstanding bill attached to the property. Garbage billing has been up to date since I took possession. Also, the previous owner had not been residing in the home since Summer of 2019. He was in a health care facility, because he was attacked and robbed in the alley around the block. He passed away in November. There were no other persons residing in his home after September 2019. There was no use of the Garbage Service after that.

Staff Comments: As a courtesy, staff recommends removing the assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2019. (File No. CG2001C2-1, Assessment No. 200153) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
