Approving the use of 2020 Neighborhood STAR Year-Round Program funds for completion of the 2019 Annual Court project at the West Minnehaha Recreation Center, and amending the financing and spending plan in the Department of Parks and Recreation in the amount of $4,606.50 for the project.
Body
WHEREAS, on April 17, 2020 the Neighborhood STAR Board reviewed a proposal from the Frogtown Neighborhood Association with support of the Department of Parks and Recreation for $4,606.50 in STAR Year-Round Program funds for the West Minnehaha Recreation Center project; and
WHEREAS, the Department of Parks and Recreation has used Annual Citywide Court funding to design the chain-link fence and administer construction activities at the West Minnehaha Recreation Center; and
WHEREAS, the proposal is requesting funding for capital improvements associated with installing 50’ of chain link fencing along the new basketball court to complete construction at the West Minnehaha Recreation Center; and
WHEREAS, the Neighborhood STAR Board rated the proposal 3.43 out of 5 rating; and
WHEREAS, a waiver to the Neighborhood STAR Guideline requiring grant funds be matched on a minimum $1 for $1 basis is being recommended; and
WHEREAS, this project will positively impact the West Minnehaha Recreation Center’s new basketball court with a chain link buffer to keep basketballs from rolling into West Minnehaha Avenue, thus providing added user safety; and
WHEREAS, the Department of Parks and Recreation agrees to accept said responsibilities of the grant and manage and administer said funds for the project; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of this activity by providing up to $4,606.50 grant through the Ward 1 Neighborhood STAR Year-Round Program; and
WHEREAS, it is the desire of the Department of Parks and Recreation to amend the financing and spending budget for the project in the amount of $4,606.50; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $4,606.50 in excess of those estimated in the 2019 Capital Improvement Budget; now, therefore, be it
RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $4,606.50 is available for appropriation in the 2019 Capital Improvement Budget, and said 2019 budget, as therefore adopted by the Council, is hereby further amended; and, be it
FURTHER RESOLVED, upon the recommendation of the Mayor and the Saint Paul City Council, hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution; and, be it
FURTHER RESOLVED, that staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
