Stated Reason for Appeal (if given): I am enquiring about this $600.74 charge for garbage services from Oct to Dec 2019.  I am not sure why I am paying $200 per month for garage service as this seems incorrect for I just made a payment for $279 for the last three months.

Staff Comments: Hauler confirmed that the total Quarter 4 2019 bill of $600.74 consisted of $269.27 for the back bill and $331.47 for the Q4 2019 bill of three 35-gal carts with weekly pick up ($288.24) with additional late fees of $43.23. The property was under billed for Q4 2018, Q1 2019, and Q2 2019 by a total of $249.41 (see chart attached). Therefore the back bill should be reduced to $249.41. The late fees of $43.23 on the Q4 2019 invoice should also be removed and the invoice reduced to $288.24, which would be the base cost of three 35-gal carts with weekly pick up. Therefore, staff recommends reducing the total assessment to $537.35.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of delinquent Garbage Bill for services provided October through December, 2019 (CG2001A2, Assessment No. 200101 and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby forthcoming ratified and reduced from $600.74 to $288.24 and made payable in one installment.
