Authorizing the Saint Paul Public Library to enter into a Joint Powers Agreement with Ramsey County regarding the Community CARES Career Labs.
Body
WHEREAS, Minn. Stat. § 471.59 permits governmental units to jointly exercise powers that each may separately exercise; and
WHEREAS, Ramsey County has CARES Act funding available to allocate to Workforce Assistance in order to bridge gaps that it anticipates by way of service enhancements and to use funding to build capacity in its community in areas of technology, digital literacy, increased access to employment support/services and increasing and improving virtual training opportunities; and
WHEREAS, Ramsey County and Saint Paul Public Libraries wish to create a partnership using Ramsey County’s CARES Act funding in order to maximize opportunities for accessible workforce support and services, career lab access, and virtual training locations for Saint Paul residents through use of City space, employees and resources at public libraries; and
WHEREAS, the Joint Powers Agreement calls for the rental of space at multiple Saint Paul Public Libraries by Ramsey County and the use of Saint Paul City employees and resources for the Community CARES Career Labs; and
WHEREAS, the Joint Powers Agreement will deliver service enhancements and build capacity in the City and specifically the Saint Paul Public Library system in areas of technology, digital literacy, increased access to employment support/services, and virtual training opportunities; Now, therefore, be it
RESOLVED, that the proper city authorities are hereby authorized to enter into the attached Joint Powers Agreement with Ramsey County regarding the Community CARES Career Labs.
