Title

Approving the use of grant funds through the Neighborhood STAR Year-Round Program for Safe City Inc. and the District 7 Frogtown Neighborhood Association.

                       

Body

WHEREAS, on April 17, 2020, the Neighborhood STAR Board reviewed two proposals for grant financing through the Ward 1 Year-Round STAR Program; and

 

WHEREAS, the proposal from Safe City Inc. will add water access to the southwest corner of Dale Street and Lafond Avenue and enter into a 7-year lease for existing on-site community gardens; and

 

WHEREAS, District 7 Frogtown Neighborhood Association is requesting funding to purchase and install 50 additional feet of chain link fence to install between Minnehaha Avenue and the new outdoor basketball courts at Minnehaha Recreation Center; and

 

WHEREAS, on a scale from 1 (low) to 5 (high), the Neighborhood STAR Board rated the Safe City water project 2.75 and the District 7 basketball fencing scored 3.43; and

 

WHEREAS, due to the basketball fence project having considerable impact on community safety, a waiver to Neighborhood STAR Guidelines requiring a $1 for $1 match is being recommended; and

 

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $5,990 for the water installation project and $4,606.50 to add fencing at Minnehaha Recreation Center through the Ward 1 Neighborhood STAR Year-Round Program; now be it

 

RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it

 

FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
