Title
Authorizing the City to enter into an agreement with the Metropolitan Council for Intersection Improvements at Kellogg and Wacouta and amending the financing and spending plans in the Department of Public Works Capital Budget to establish the project budget.

Body
WHEREAS, the City of Saint Paul plans to mill and overlay Wacouta from Kellogg to Fourth Street in 2020; and

WHEREAS, the Metropolitan Council plans to make intersection improvements at Kellogg Boulevard and Wacouta Street, including installation of a new traffic control system, in conjunction with the City’s project; and

WHEREAS, the City plans to implement the improvements, including engineering and inspection; and

WHEREAS, the Met Council plans to pay for the costs of these improvements, including engineering and inspection in the amount shown in the agreement, estimated at $409,786; and

WHEREAS, the Met Council plans to reimburse the City for ongoing maintenance costs of the traffic control system, as outlined in this agreement; and

WHEREAS, there is a need to add $409,786 of funding from the Metropolitan Council to the 2020 Kellogg & Wacouta Intersection Improvement Project; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there is available for appropriation funds of $409,786.

NOW, THEREFORE BE IT RESOLVED, that the Mayor and the proper City Officials are hereby authorized and directed for and on behalf of the City to enter into Met Council Agreement Number 19I064, a copy of which is before Council and is made a part hereof; and

BE IT FURTHER RESOLVED, that the Mayor and the proper City Officials are authorized to execute the Agreement and any amendments to the Agreement; and

BE IT, FINALLY RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $409,786 is available for appropriation in the Capital Improveme...
