Authorizing the Police Department to amend the 2020 Special Fund Budget for the U.S. Department of Justice, 2019 Local Law Enforcement Crime Gun Intelligence Center Integration Initiative grant.

WHEREAS, the City of Saint Paul, Police Department (SPPD) has accepted the 2019 Local Law Enforcement Crime Gun Intelligence Center Integration Initiative grant from the U.S. Department of Justice grant (RES 19-1668); and

 

WHEREAS, this grant provides funding to address illegal firearm-related crime and forensics initiatives that furthers local law enforcement’s ability to respond to violent crime, and working with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to utilize intelligence, technology and community engagement to swiftly identify crime guns, their sources and effectively prosecute perpetrators; and

 

WHEREAS, the grant has presented the agreement which for three (3) years covers salary and fringe for a Crime Analyst and Forensic Technician, peer training and a subaward to Ramsey County ($750,000 total / $250,000 annually); and

 

WHEREAS, the 2020 financing and spending plan needs to be amended and activity budget added for these funds; and

 

WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $750,000 in the Police Department Special Fund; now

 

THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $750,000 is available for appropriation in the Police Department Special Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
