Stated Reason for Appeal (if given): I received a deliquent bill that I DO NOT OWE. I know that YOU think I owe this but I do Not! I have never received services from the hauler since Sept. 2017. I have been harassed by your office and the hauler ever since the ideas was residents could be gone for 26 weeks a year and not owe anything until they return. I WAS GONE for 26 weeks YOU HAVE BEEN TRYING TO CHARGE ME. I called the city and I called the hauler. I told the hauler when I get back I will call you and we can set things up. I called when I returned to try and set things up I was told I could not set anything up until I paid a bill PLEASE READ carefully NO SERVICE NO BILL! I still do not have my garbage picked up/plus I found out that you want to charge me over $100.00 when I can do it myself for $10.00 for six months and they take everything with out all the BS I get from you. I am 80 years old soon to be 81 and I have a disabled son that I have to get to dcotor appointments about every other week I took him to AZ for nack surgery and he is waiting for another appointment for more surgery ( I know that you realloy don't care) I cannot be gone for very long without him at this point I really don't care if you put it on my taxes if I have a stroke or heart attack because of all the stress you are dumping on me the turn out will not be good. I cannot go to meetings because of his health he depends on me to help him, I do not get your services my son is more important to me than your assessments. Its like we live in Russia the city puts demands on us how often do you check in with Putin. If you are going to put it on my taxes then make it permanent because I cannot pay out this kind of money I am on a limited income which non of you thought about because you are too greedy and inconsiderate.
Staff Comments: Hauler confirmed that resident was receiving hauling services. There is a service hold in place from 10/01/2019 - 03/31/2020. Resident is being credited for both Q4 2019 and Q1 2020. The service hold was not conditional on resident paying her pending assessment. Staff recommends approval of the assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during July to September 2019. (File No. CG1904C3, Assessment No. 190154) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
