Authorizing the Office of Technology and Communications to donate surplus cable studio set pieces to Lakes Area TV, which serves as the public access television station providing needed communication to the communities of Columbus and Forest Lake, for use in its programming.

 

Body

WHEREAS, the Office of Technology and Communications has a large modular cable studio set, originally purchased in 2005, and

WHEREAS, the studio set is no longer being used to support city television programming, and the department wishes to dispose of it but cannot find anyone interested in purchasing it; and

WHEREAS, Lakes Area TV is non-profit organization that can utilize the set for its programming; and

WHEREAS, pursuant to Saint Paul Administrative Code 2.02(G)(6)g.3 the City Council may transfer surplus or obsolete materials and supplies to a bona fide charitable, educational, religious or fraternal nonprofit organization for nominal or no consideration if the transfer is related to the function of government, serves a public purpose, and is for the benefit of the community as a whole; and

WHEREAS, the City Council finds that the donation of surplus cable studio set pieces to Lakes Area TV for use in its programming achieves the function of disposing of obsolete equipment, serves a public purpose by reusing the equipment rather than recycling it; now, therefore, be it

RESOLVED, that the Office of Technology and Communications is authorized to transfer these items to Lakes Area TV in as is condition and at no charge.
