Amending the financing and spending plan in the Department of Parks and Recreation in the amount of $200,000 for STAR Grant funds received for field renovation at Conway Recreation Center.

 

Body

WHEREAS, the Neighborhood STAR board reviewed a proposal from the Sanneh Foundation in partnership with Saint Paul Parks and Recreation for STAR grant financing for field renovation at the Conway Recreation Center; and

 

WHEREAS, the Sanneh Foundation was granted $200,000 for the Conway Recreation Center field renovation project, with a full match provided by the Sanneh Foundation; and

 

WHEREAS, since the City is managing the overall project, the Sanneh Foundation wishes to transfer responsibility for the implementation of the project and other responsibilities under the grant to Saint Paul Parks and Recreation; and

 

WHEREAS, this project will positively impact the Conway site and the City of Saint Paul with the construction of a multi-use athletic facility with synthetic turf surface; and

 

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing up to $200,000 in grant funding; and

 

WHEREAS, the Department of Parks and Recreation agrees to accept said responsibilities of the grant and manage and administer said funds for the Conway field renovation project; and

 

WHEREAS, it is the desire of Parks and Recreation to amend the financing and spending budget for the project in the amount of $200,000; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $200,000 in excess of those estimated in the 2019 Capital Improvement Budget; now, therefore, be it

 

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $200,000 is available for appropriation in the 2019 Capital Improvement Budget, and said 2019 budget, as therefore adopted by the Council, is hereby further amended.
