Title

Authorizing using a Project Labor Agreement for the Arterial Mill and Overlay, Como Avenue Paving Project Phase III, and Griggs-Scheffer Paving Project Phase I.

 

Body

WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (PLA) pursuant to Council File #09-584 for projects involving $250,000 or more of city money; and

 

WHEREAS, Public Works Street Design and Construction is undertaking the following projects in 2020 with total budgets over $250,000:

                     2020 Sidewalk Contract:  Spot repair sidewalks, possible bituminous paving.

Arterial Mill and Overlay:  Update pedestrian corners to ADA-compliance on mill and overlay routes and repair sidewalks as needed within work vicinity, possible bituminous paving.

Cesar Chavez Pedestrian Improvements and McKnight Road Sidewalk Infill and Randolph Avenue Sidewalk Infill:  Sidewalk infill and/or pedestrian improvements.

Como Avenue Paving Project Phase III:  New pavement, curb and gutter, sidewalks, utility upgrades, street lighting.

Como Avenue Trail:  Multi-use trail with utility and mill and overlay work in the residential portion of the project along with landscaping and new trees.

Downtown Sidewalk Improvements:  Repair and replace sidewalks as needed, upgrade ADA corners, and improve safety with bump-outs.

Griggs-Scheffer Paving Project Phase I:  New pavement, curb and gutter, sidewalks, utility upgrades, street lighting.

Johnson Parkway Regional Trail:  Multi-use trail with some roadway mill and overlay work, retaining wall work along with landscaping, and new trees.

Payne/Phalen Sidewalk Improvements:  Sidewalk infill.

Tedesco Street Reconstruction:  New pavement, curb and gutter, sidewalks, utility upgrades, street lighting.

Water Street Restoration:  Repair of shore with riprap, new guardrail, new gates, and possible mill and overlay of roadway.

 

WHEREAS, Transportation Planning is undertaking the following project in 2020 with a budget over $250,000:

                     Bike Lane Signing and Striping.

 

WHEREAS, Public Works Street Design sent written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on Friday, November 8, 2019 with no responses received; and

 

WHEREAS, Public Works Transportation Planning sent written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on Thursday, October 31, 2019 with one response received; and

 

WHEREAS, Saint Paul Building Trades Council indicated they do not wish to enter into a PLA for the Bike Lane Signing and Striping project with no reason offered.

 

WHEREAS, Public Works has recommended the use of a PLA for the Arterial Mill and Overlay, Como Avenue Paving Project Phase III, and Griggs-Scheffer Paving Project Phase I for the following reasons:

Work stoppages would adversely affect the city.

Multi-craft construction force and multiple subcontractors will be used.

Work involved includes varied types of construction including roadway and multiple utility types.

 

WHEREAS, Public Works has recommended against the use of a PLA for the 2020 Sidewalk Contract, Cesar Chavez Pedestrian Improvements and McKnight Road Sidewalk Infill and Randolph Sidewalk Infill, Como Avenue Trail, Downtown Sidewalk Improvements, Johnson Parkway Regional Trail, Payne/Phalen Sidewalk Improvements, Tedesco Street Reconstruction, Water Street Restoration, and Bike Lane Signing and Striping for the following reasons:

Smaller-scale projects.

Work may be suspended and restarted with minimal impacts.

City forces will provide labor for work outside of concrete placement.

Actual use of PLAs will be subject to the approval of the Federal Highway Administration where applicable.

 

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Saint Paul hereby approves the USE of a PLA on the Arterial Mill and Overlay, Como Avenue Paving Project Phase III, and Griggs-Scheffer Paving Project Phase I, and approves to NOT USE a PLA on the 2020 Sidewalk Contract, Cesar Chavez Pedestrian Improvements and McKnight Road Sidewalk Infill and Randolph Sidewalk Infill, Como Avenue Trail, Downtown Sidewalk Improvements, Johnson Parkway Regional Trail, Payne/Phalen Sidewalk Improvements, Tedesco Street Reconstruction, Water Street Restoration, and Bike Lane Signing and Striping.
