Approving the Department of Planning and Economic Development as a named party in a request for proposal to JP Morgan Chase’s AdvancingCities Challenge.

 

Body

WHEREAS, the JP Morgan Chase AdvancingCities Challenge was launched in 2018 and is a $500 million, 5-year initiative that aims to drive inclusive growth and create greater economic opportunity in cities across the world.  Through the AdvancingCities Challenge, JP Morgan Chase invests in solutions to drive systemic change in U.S. cities, helping support economic growth for more people by leveraging meaningful collaboration among private, public, and nonprofit leaders, and

 

WHEREAS, the AdvancingCities Challenge is soliciting Requests for Proposal (RFPs) for initiatives aimed at promoting equitable development and growth across two “tracks”:  one track focused on place-based strategies in neighborhoods; and the other track focused on systems change strategies city-wide.  Successful RFPs within each track will be eligible for a three-year grant of up to $5 million from the JP Morgan Chase Foundation (“JPMC Foundation”), and

 

WHEREAS, the City of Saint Paul is committed to increasing its efforts in technology-focused workforce development and technology-training initiatives with programs such as Minneapolis/Saint Paul TechHire and Full Stack Saint Paul, and

 

WHEREAS, the City of St. Paul's Department of Planning and Economic Development (PED) would like to co-sponsor and be a named partner in an RFP with the Center for Economic Inclusion (“CEI”) and the Greater Metropolitan Workforce Council (“GMWC”) for JPMC’s AdvancingCities Challenge for a JPMC Tech Workforce proposal that will bolster and align regional economic development, increase IT workforce training, expand financial capabilities, promote employer inclusivity, and support systems that address racial economic disparities so that there are more families who are self-sufficient, and

 

WHEREAS, the RFP must be submitted to JPMC Foundation by January 15, 2020; and

 

WHEREAS, the City of Saint Paul has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate project administration; and

 

WHEREAS, the sources and amounts of the local match identified in the application are committed to the projects identified; and

 

WHEREAS, the City of Saint Paul has not, to the City’s knowledge, violated any federal, state or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest, or other unlawful or corrupt practices. 

 

NOW, THEREFORE BE IT RESOLVED that PED, on behalf of the City of Saint Paul, is hereby authorized to co-sponsor and be a named partner with CEI and GMWC in an RFP to the JPMC Foundation for its AdvancingCIties grant, and

 

BE IT FURTHER RESOLVED, that upon approval of its RFP by the JPMC Foundation, the City of Saint Paul may enter into an agreement with CEI and the GMWC for the above-referenced JMPC Tech Workforce proposal and that the City of Saint Paul certifies that it will comply with all applicable laws and regulation as stated in all contract agreements; and

 

BE IT FURTHER RESOLVED, that the Mayor, the City Clerk, the Director of the Office of Financial Services, the Director of Human Rights and Equal Opportunity, and the Director of PED are hereby authorized to execute such agreements as are necessary to implement the purposes of this resolution.
