Title
Amending Chapter 246 of the Legislative Code to allow the possession or consumption of nonintoxicating malt liquor, strong beer, or wine purchased and consumed during a block party, festival or community event, within the Great Lawn Entertainment District.

Body
WHEREAS, the Saint Paul City Council and Mayor Chris Coleman approved the Snelling-Midway Redevelopment Master Site Plan and Design Guidelines (RES PH 16-239) on August 19, 2016 that included condition #8, an open space plan; and

WHEREAS, Condition #8 specifies that an open space plan, including a preliminary design treatment for open space, shall be included in the redevelopment site master plan when an open space agreement is negotiated in conjunction with meeting the City’s parkland dedication requirements and that the open space must be publicly accessible even if privately developed and maintained; and

WHEREAS, the City Council and Mayor also passed RES 17-1544 on November 15, 2017 to enter into a Parkland Agreement for Snelling/Midway with MUSC Holdings, LLC, and accepted privately-owned public space; and

WHEREAS, the Parkland Agreement states that the City and MUSC will share a “Common Vision” that the Park will be developed and maintained by MUSC as a greenspace open to the public as a component of the City’s park system as well as for use and enjoyment by the public in connection with events and activities at the Stadium; and

WHEREAS, the Park is now referred to as the “Great Lawn,” herein after; and

WHEREAS, Delaware North has applied for an extension of the liquor service area on the Great Lawn as well as the areas between and across Shields Avenue to allow patrons to consume alcoholic beverages; and

WHEREAS, defining the Great Lawn and areas between and across Shields Avenue area as an Entertainment District will allow for even greater neighborhood vibrancy and street level activity that supports local businesses and organizations; and
