WHEREAS; the Saint Paul Legislative Code, Chapter 13, specifies that the City of Saint Paul Director of Emergency Management prepare a comprehensive plan for managing emergencies and providing systemic means of cooperation, teamwork, and an integrated effort by all City Departments, Offices, and public safety responders during times of crisis, and

WHEREAS; the EOP describes the basic framework, strategies, and mechanisms through which the City of Saint Paul will coordinate resources and provide policy measures to guide and support emergency management efforts in order to sustain life and property, effectively respond to an emergency or disaster, ensure continuity of government and city services, and

WHEREAS; the lessons learned from past Saint Paul, State of Minnesota, and national emergencies, disasters, and acts of terrorism have shown that having a clear understanding and agreement to roles and responsibilities, a flexible, pre-determined blueprint for addressing emergencies, unifying resources, describing inter-agency and inter-department cooperation, common management structures and terminologies, has greatly lessened confusion, conflict, and the ensuing loss of property, life, and disruption of critical government services, and

WHEREAS; the City of Saint Paul has such a comprehensive EOP that has been recently updated and approved by the Mayor as reflective of current agreement and cooperation between and amongst City Departments and Offices, and

WHEREAS; the EOP is considered "security information" under Minnesota Statute Chapter 13.37 and is available from the Department of Emergency Management for review, and

NOW THEREFORE IT BE RESOLVED; that the City Council of Saint Paul does hereby adopt the City of Saint Paul Emergency Operations Plan as the official City directive for managing and coordinating citywide response to emergencies, disasters, and acts of terrorism.
