Adopting the Frogtown District 7 Plan as an addendum to the Saint Paul Comprehensive Plan.
Body
WHEREAS, the Frogtown District 7 plan (The SMAPL) was created by the Frogtown Neighborhood Association through a community-based process over the past several years; and
WHEREAS, the Frogtown District 7 plan outlines priorities and guiding policies for the District 7 planning district in the areas of land use, housing, transportation, arts and education, health and wellness, economic vitality and resource allocation; and
WHEREAS, the Saint Paul Planning Commission held a public hearing on the Frogtown District Plan on August 12, 2019; and
WHEREAS, the Comprehensive and Neighborhood Planning Committee of the Saint Paul Planning Commission reviewed public testimony; and
WHEREAS, the Saint Paul Planning Commission is authorized under Minnesota Statutes Section 462.355(2) and Chapter 107 of the Saint Paul Administrative Code to recommend to the Mayor and City Council amendments to the Comprehensive Plan; and
WHEREAS, the Saint Paul Planning Commission finds the Frogtown District 7 Plan to be consistent with the Saint Paul Comprehensive Plan; and
WHEREAS, the City Council has considered all the testimony and recommendations concerning the proposed Frogtown District 7 Plan, including the Planning Commission's minutes and the Comprehensive and Neighborhood Planning Committee's memorandum and their rationale for their recommendations which the City Council finds persuasive and thus hereby incorporates by reference into this resolution for the specific purpose of articulating the City Council's reasons and rationale for adopting the recommended Frogtown District 7 Plan;
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council hereby adopts the Frogtown District 7 plan as an addendum to the Saint Paul Comprehensive Plan, contingent upon review as required by the Metropolitan Council; and
BE IT FURTHER RESOLVED, that the previous plan, the District 7 Plan Summary adopted in 2007, be decertified and replaced by the Frogtown District 7 Plan.
