Stated Reason for Appeal (if given): The owner reported that it is only them living in the property and that the last time their MIL suite was occupied was 11/11/2003 but has since remained vacant.

Staff Comments: The property owner has spoken with staff about paying for 2 garbage carts over the past few months, but did not specify that there was a vacancy at the property. In the most recent conversation on 9/18/19, the property owner stated that his parents were living in the MIL suite but passed away. Staff relayed that a vacancy hold could not be applied retroactively and sent him an Unoccupied Dwelling Registration Form to complete. As of 9/30/19, staff has not received a completed form. The vacancy hold has not been applied to this property yet. When the completed form is received, staff will place the vacant unit on a vacancy hold. Staff recommends approving the assessment.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during April to June 2019. (File No. CG1903A4, Assessment No. 190124) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
