Staff Comments: During the legislative hearing held on 7/25/19, the legislative hearing officer recommended to reduce the pendng assessments for Quarter 4 2018, Quarter 1 2019, and Quarter 2 2019 to the price of 1 35-g Every Other Week cart, which is $60.83, if the property owner changed their cart from the 64-g to the 35-g Every Other Week. Waste Management scheduled this cart swap. Quarter 4 2018 and Quarter 2 2019 were reduced already. This amount for Quarter 1 2019 is to be reduced to $60.83 during the upcoming City Council Public Hearing on 11/13/19.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2019. (File No. CG1902B4-1, Assessment No. 190142) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced from $96.08 to $60.83.
