TITLE

Approving the applications by the Department of Planning and Economic Development to the State of Minnesota Department of Employment and Economic Development for Contamination Cleanup Grants at 605 and 617 Stryker Avenue, 380 Randolph Avenue, and 750 Milton Avenue.

 

BODY

WHEREAS, the City of Saint Paul is located within the seven-county metropolitan area defined in section 473.121, subdivision 2, and is participating in the local housing incentives program under section 473.254; and

 

WHEREAS, the City of Saint Paul has approved the following Contamination Cleanup grant applications submitted to the Department of Employment and Economic Development (DEED) on November 1, 2019, by Department of Planning and Economic Development for:

                     605 and 617 Stryker Avenue

                     380 Randolph Avenue

                     750 Milton Avenue; and

 

WHEREAS, that the City of Saint Paul acts as the legal sponsor for projects contained in the Contamination Cleanup Grant Program to be submitted on November 1, 2019; and

 

WHEREAS, City of Saint Paul has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate project administration; and

 

WHEREAS, the sources and amounts of the local match identified in the application are committed to the projects identified; and

 

WHEREAS, the City of Saint Paul has not, to the City’s knowledge, violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice.

 

NOW, THEREFORE BE IT RESOLVED that the Department of Planning and Economic Development is hereby authorized to apply to the Department of Employment and Economic Development for funding of this project on behalf of Department of City of Saint Paul; and

 

BE IT FURTHER RESOLVED, that upon approval of its application by the state, City of Saint Paul may enter into an agreement with the State of Minnesota for the above-referenced projects, wherein said agreement contains indemnification provisions in favor of the State, and that City of Saint Paul certifies that it will comply with all applicable laws and regulation as stated in all contract agreements; and

 

BE IT FURTHER RESOLVED, that the Mayor, City Clerk, Director of the Office of Financial Services, Director of Human Rights and Equal Opportunity, and Director of Planning and Economic Development are hereby authorized to execute such agreements as are necessary to execute such agreements as are necessary to implement the purposes of this resolution.
