Amending Chapter 164 of the Legislative Code to prohibit the sale of parking permits issued for residential parking permit areas.

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
SECTION 1
WHEREAS, the City of Saint Paul has established certain areas in the City as residential parking permit areas; and
WHEREAS, residential parking permit areas are established for the safety of the residents and to protect real and personal property from damage by reducing hazardous traffic conditions resulting from the heavy usage of these residential streets by nonresidents or transients; to protect those residential areas from polluted air, excessive noise, trash and refuse caused by the entry of such vehicles; to promote efficiency in the maintenance of those streets in a clean and safe condition; to preserve the character and integrity of those areas as residential districts; to protect the residents of those areas from unreasonable burdens in gaining access to their residences; and to preserve the general health, safety, and welfare of those residential areas; and
WHEREAS, the Public Works Department issues permits to residents to permit the residents and their visitors to park in the residential parking permit area; and
WHEREAS, permitting residents who are issued parking permits to resell those parking permits to third parties defeats the purpose of creating residential parking permit areas; and
WHEREAS, the City of Saint Paul wishes to prevent people from reselling residential parking area permits to third parties; now therefore be it
RESOLVED, that the Council of the City of Saint Paul does hereby ordain:

The Saint Paul Legislative Code Section 164.14 is hereby created to read as follows:
Sec. 164.14. - No Selling of Issued Parking Permits
