Title

Amending the HOME general ledger budget to reflect the actual 2019 grant award of $1,748,058.00 plus program income use of $1,002,341.87 and amend HOME activities budgets to include the 2019 spending plan.

 

Body

WHEREAS, the City Council of the City of Saint Paul did approve, upon the recommendation of the Mayor, the fiscal year 2019 Community Development Block Grant, HOME, and Emergency Solutions Grant Programs (“2019 Programs”) as part of the 2019 Special Funds Budget; and

 

WHEREAS, by Resolution 19-569, the City Council of the City of Saint Paul approved the 2019 HUD annual action plan which estimated funding for the HOME Program and authorized the proper City officials to execute grant agreements and contracts between the U.S. Department of Housing and Urban Development (“HUD”) and the City of Saint Paul (“City”) for the 2019 Programs; and

 

WHEREAS, during the 2019 Budget Process, the City Council of the City of Saint Paul approved the estimated financing for the 2019 HOME Program in the amount of $2,238,000 ($1,938,000 grant plus $300,000 program income); and

 

WHEREAS, the grant agreement between the U.S. Department of Housing and Urban Development and the City is in the amount of $1,748,058 for the 2019 HOME grant program; and

 

WHEREAS, program income funding for the 2019 HOME Program is $1,002,341.87; and

 

WHEREAS, the HOME general ledger fiscal year 2019 budget needs to be increased by $512,399.87 to reflect the actual grant amount per the 2019 HOME grant agreement and program income use; and

 

WHEREAS, the HOME grant activities budgets need to be amended to reflect the 2019 grant award, use of program income for administration, the Rice Street flat budget allocation, and undesignated budget; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $512,399.87 in the HUD Grants Fund; now

 

THEREFORE, BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $512,399.87 is available for appropriation in the HUD Grants Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
