Amending Chapter 152 of the Legislative Code permitting the City Engineer to set speed limits on roads under the City’s jurisdiction.

SECTION 1
WHEREAS, Minnesota Statutes Section 169.14, subd. 2 sets forth the maximum speed limits on various roadways types throughout the State; and
WHEREAS, Minnesota Statutes Section 169.14, subd. 5h permits a city to establish speed limits for city streets under the city’s jurisdiction at limits different than those set in subdivision 2; and
WHEREAS, Minnesota Statutes Section 169.14, subd 5h requires that a city that uses the authority under this subdivision must develop procedures to set speed limits based on the city’s safety, engineering and traffic analysis; and
WHEREAS, the City is interested in altering the speed limits for City streets under the City’s jurisdiction; and
WHEREAS, the City, by this ordinance, gives the City Engineer the authority to develop procedures to set speed limits and to set speed limits on City Streets; now therefore be it
RESOLVED, that the Council of the City of Saint Paul does hereby ordain:
SECTION 2
The Saint Paul Legislative Code section 152.20 is hereby added:
Sec. 152.20. - Authority to set speed limits on City streets.
The city engineer may establish speed limits for city streets under the city’s jurisdiction in accordance with the provisions set forth at Minnesota Statutes Section 169.14. The procedures relied upon to set speed limits pursuant to this section shall be kept by the Department of Public Works and updated as needed.
SECTION 3
This Ordinance shall take effect and be in force thirty (30) days following its passage, approval, and publication.
