Stated Reason for Appeal (if given): I made a payment of $166.42 on 11/1/18 and was told my bill would be adjusted after I notified the Cit of unoccupied residence. 1 small barrel. It wasn't.
Staff Comments: The City placed a vacancy hold on 1 64-gallon Medium cart on 10/23/18. According to information provided by Advanced Disposal, the payment that the property owner made no 11/1/18 of $166.42 is the only payment that he has made for his garbage service. With four quarters of service, the property owner should have paid $70.34 * 4 = $281.36. Additionally he needed to make a partial payment on the 64-gallon cart for the approximate month of service, which is $32.03. In total, from October 2018 through September 2019, the property owner should have paid $313.39. Since he made a payment of $166.42, this leaves a balance due of $146.97. He has a pending assessment of $48.36 for Quarter 1, $45.48 for Quarter 2, and a current balance due of $51.71 for Quarter 3. This totals to $145.55, which is actually $1.42 less than what should be owed. Staff recommends approval.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2019. (File No. CG1902E1, Assessment No. 190117) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
