Title

Authorizing the Department of Parks and Recreation to accept funds in the amount of $115,000 from the Capitol Region Watershed District (CRWD), authorizing the proper City officials to execute an agreement with the CRWD, and amending the financing and spending plan for the Midway Peace Park project.

 

Body

WHEREAS, the Capitol Region Watershed District (District) has an approved Watershed Management Plan which includes funding for implementing stormwater Best Management Practices throughout the Watershed District; and

 

WHEREAS, the District has adopted and approved the 2019 Budget and Workplan which includes funding for Capital Improvement Projects; and

 

WHEREAS, the District and the City of Saint Paul have worked cooperatively to develop a project approach that is acceptable to both parties; and

 

WHEREAS, the District and the City of Saint Paul intend to design and construct drainage and site improvements to improve runoff leaving Midway Peace Park; and

 

WHEREAS, the District’s Board of Managers has authorized payment of an additional $115,000 for the construction of drainage and site improvements (total of $295,000); and

 

WHEREAS, the grant requires a 1:1 match which will be met by existing CIB funds already designated for the project; and

 

WHEREAS, the City of Saint Paul grant includes an indemnification clause; and

 

WHEREAS, the City Council finds that there is a public purpose in minimizing environmental impact and that acceptance of the grant funding will enable implementing stormwater Best Management Practices throughout the project; and

 

WHEREAS, the Department of Parks and Recreation wishes to accept said funding and amend the financing and spending budget in the amount of $115,000 for the Midway Peace Park project; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $180,000 in excess of those estimated in the 2018 Capital Improvement Budget; now, therefore, be it

 

RESOLVED, by the Council of the City of Saint Paul, upon the recommendation of the Mayor, and the advice of the Long Range Capital Improvement Committee, that $115,000 is available for appropriation in the 2018 Capital Improvement Budget, and said budget, as heretofore adopted by Council, are hereby further amended as outlined in the attached Financial Analysis; and, be it

 

FURTHER RESOLVED, that the proper city authorities are authorized to execute the grant agreement, which includes an indemnification clause, and staff is authorized to apply for reimbursement from the grant funds approved for the Midway Peace Park project.
