Amending the 2019 Financing and Spending Plans in the Department of Human Rights and Equal Economic Opportunity by $30,000 for the funding of census community engagement efforts.

 

Body

WHEREAS, the U.S. census counts our population and households, providing the basis for reapportioning congressional seats, redistricting, and distributing more than $675 billion in federal funds annually to support states, counties and communities vital programs that impact housing, education, transportation, employment, health care and public policy; and

 

WHEREAS, businesses use census data to decide where to build factories, offices and stores, and thus create jobs; and

 

WHEREAS, it is important for all Saint Paul communities to participate in the census to ensure everyone’s voice is counted and heard; and

 

WHEREAS, the City of Saint Paul is committed to partnering with trusted community organizations and individuals to encourage historically undercounted groups and those who are not motivated to respond; and

 

WHEREAS, such partnerships will result in a robust marketing and outreach campaign and ultimately help eliminate undercounting among vulnerable populations; and

 

WHEREAS, the Department of Human Rights and Equal Opportunity wishes to add money to its General Professional Service account to pay for up to $30,000 in community engagement expenses; and

 

WHEREAS, the Mayor pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there are available for transfer of appropriation funds of $30,000 and recommends the changes to the 2019 budget described in the attached financial analysis; now, therefore, be it

 

RESOLVED, that the Council of the City of Saint Paul, upon recommendation of the Mayor, approves these changes to the 2019 budget, as heretofore adopted and amended by this Council, be hereby further amended per the attached fiscal analysis.
