Authorizing the Department of Parks and Recreation to donate surplus bicycles and bicycle-related gear to Saint Paul Public Schools - District 625 and Great River School, an educational nonprofit organization, for use in their programming.
Body
WHEREAS, the Department of Parks and Recreation has nineteen Giant brand bicycles, originally donated to the City by the Republican National Convention in 2008, and bike-related gear purchased with a Recreational Equipment Inc. (REI) grant in 2010; and
WHEREAS, the equipment is no longer being used to support programming in Parks and Recreation, and the Department wishes to dispose of it but cannot find anyone interested in purchasing it; and
WHEREAS, Saint Paul Public Schools - District 625 can utilize ten bicycles for its programming; and
WHEREAS, Great River School, an educational nonprofit organization, can utilize nine bicycles and bike related gear for its ninth-grade bicycle maintenance classroom, for frequent local field trips, and an annual 100-mile bike tour; and
WHEREAS, pursuant to Saint Paul Administrative Code 2.02(G)(6)g.3 the City Council may transfer surplus or obsolete materials and supplies to a bona fide charitable, educational, religious or fraternal nonprofit organization for nominal or no consideration if the transfer is related to the function of government, serves a public purpose, and is for the benefit of the community as a whole; and
WHEREAS, the City Council finds that the donation of surplus bicycles and bicycle-related gear to Saint Paul Public Schools - District 625 and Great River School for use in their programming achieves the function of disposing of obsolete equipment, serves a public purpose by reusing the equipment rather than recycling it, and benefits the community as a whole by contributing to the educational aspects of bicycle repair and the physical health benefits of cycling; now, therefore, be it
RESOLVED, that the Department of Parks and Recreation is authorized to transfer these items to the schools in as is condition and at no charge.
