Approving and authorizing acceptance of Metropolitan Livable Communities Act Grants from the Metropolitan Council, and amending the 2019 Budget. 

 

Body

WHEREAS, under the Metropolitan Livable Communities Act, the Saint Paul City Council on:

 

§                     April 24, 2019, by Resolution number 19-627, authorized the Department of Planning and Economic Development to apply to the Metropolitan Council Tax Base Revitalization Grants for 201-211 4th Street East, 441-453 Snelling Avenue North, and 605-617 Stryker Avenue;

 

§                     May 15, 2019, by Resolution number 19-767, authorized the Department of Planning and Economic Development to apply to the Metropolitan Council Tax Base Revitalization Seeding Equitable Environmental Development Grants for 1433 University Avenue West, and 685 Minnehaha Avenue East (Powerhouse at Hamms; Phase I, ARMS, Phase II); and

 

                    

WHEREAS, under the Metropolitan Livable Communities Act, the Metropolitan Council approved the following grant applications:

 

§                     Tax Base Revitalization Contamination Investigation Grant of $24,100.00 for 605-617 Stryker Avenue;

 

§                     Tax Base Revitalization Contamination Cleanup Grants of $175,000.00 for 201-211 4th Street East, and of $199,700.00 for 441-453 Snelling Avenue North;

 

§                     Tax Base Revitalization Seeding Equitable Environmental Development Grants of $19,300.00 for 1433 University Avenue West; and of $36,200.00 for 685 Minnehaha Avenue East ((Powerhouse at Hamms; Phase I, ARMS, Phase II); and 

 

 

WHEREAS, Metropolitan Livable Communities Act Grant Agreements contain provisions wherein the City agrees to defend, indemnify, and hold harmless the Metropolitan Council; and 

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that $ 454,300.00 in funds are available for appropriation in excess of those estimated in the 2019 budget and recommends the changes to the 2019 budget identified on the attached Financial Analysis; 

 

NOW, THEREFORE, BE IT RESOLVED, that the City Council of Saint Paul accepts these grants and approves the changes identified on the attached Financial Analysis to the 2019 budget; and

 

BE IT FURTHER RESOLVED, that the Mayor, Director of the Office of Financial Services, Director of Human Rights and Equal Opportunity, and Director of Planning and Economic Development of the City of Saint Paul are hereby authorized to execute Metropolitan Livable Communities Act Grant Agreements, and such other agreements as are necessary to implement the purposes of this resolution.
