Stated Reason for Appeal (if given): I couldn't pay my bills because they never sent me the bills. I will have proof at time of hearing.

Staff Comments: Garbage haulers mailed out the original garbage invoice on January 5, 2019. Haulers sent out three additional notices of non-payment to the property owner. All original bills and notices of non-payment were mailed to the primary tax address as listed in Ramsey County property tax records. The primary tax address listed for this property is Shirley A Kalka 1109 Virginia St, St Paul MN 55117-4828. The due date for the Quarter 1 2019 (January - March) bill was January 25, 2019. Because payment was not received by the due date, the property was charged a late fee. Advanced Disposal did not receive payment for the late fee by the end of Quarter 1 2019. The property owner is now responsible for paying the City this delinquent charge.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2019. (File No. CG1902B2, Assessment No. 190106) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
