Approving adverse action against the Taxicab Vehicle License held by Kassim Logomo, d/b/a Airport Express Super Taxi.

WHEREAS, the Taxicab Service Company license held by Jamal Adem d/b/a Airport Express Super Taxi for premises located at 1540 Conway Street in Saint Paul was the subject of a Notice of Intent to Revoke License dated March 26, 2019, stating the licensee failed to pay delinquent license and late fees, submit required information and failed to maintain five (5) licensed taxicabs; and
WHEREAS, on May 2, 2019, the Taxicab Service Company license held by Jamal Omer Adem d/b/a Airport Express Super Taxi was revoked pursuant to RES 19-660; and
WHEREAS, Kassim Logomo holds a Taxicab Vehicle License (License ID #20110003799) under Airport Express Super Taxi Service Company; and
WHEREAS, the Notice of Intent to Revoke License dated May 21, 2019 was sent to Kassim Logomo notifying him that Airport Express Super Taxi had failed to maintain no less than five (5) taxicabs pursuant to Saint Paul Legislative Code § 376.17 (c) (1) which requires that a Taxicab Service Company licensee maintain no less than five (5) licensed affiliated taxicabs within the City of Saint Paul; and
WHEREAS the licensee did not respond to the Notice of Intent to Revoke License to request a public or administrative hearing or cancel the license; and
WHEREAS, the Notice of Intent to Revoke License stated that if the licensee failed to cancel the license or contact the City Attorney’s Office by June 3, 2019, that the matter would be placed on the next available City Council Consent Agenda to for approval of the recommended penalty; now, therefore, be it
RESOLVED, the Taxicab Vehicle license held by Kassim Logomo d/b/a Airport Express Super Taxi is hereby revoked.
