Approving the Final Plat for Cleveland Circle.

WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (“Applicant”), Zoning File #19-035-898, has submitted for City Council approval the attached final plat for Cleveland Circle to create three lots and two blocks and dedicate right of way for the area bounded by Kellogg Boulevard, West 7th Street, West 5th Street, and I-35E; and

WHEREAS, the appropriate City departments have reviewed the final plat and found, subject to the recommended conditions, that it meets the requirements of Chapter 69 of the Zoning Code; and

WHEREAS, notice of public hearing before the City Council was duly published in the official newspaper of the City on August 2, 2018, and notices were duly mailed to each owner of affected property and property situated wholly or partly within 350 feet of the subject property; and

WHEREAS, the City Council held a public hearing on the proposed plat on August 15, 2018, at which all interested parties were given an opportunity to be heard, the Council having considered all the facts and recommendations concerning the plat; and

WHEREAS, Applicant has filed and there is pending with the City of Saint Paul applications for street vacations (the “Street Vacations”) for three parcels of land located within the proposed plat of Cleveland Circle that the City of Saint Paul has street right-of-way easements on and those parcels are designated as Parcels 1, 2 and 3, and legally described, on the attachment to this resolution (collectively the “Parcels”), and

WHEREAS, before the plat for Cleveland Circle can be filed with Ramsey County the City needs to approve the Street Vacations for the Parcels;

NOW, THEREFORE BE IT RESOLVED, that the City Council accepts and approves the attached final plat for Cleveland Circle to create three lots and two blocks and dedicate right of way, subject to the following conditions:
