Approving the project to reconstruct the Summit Avenue Bridge over Ayd Mill Road and the roadway approaches between Syndicate Street and Griggs Street.

WHEREAS, the City of Saint Paul Department of Public Works is planning removal and reconstruction of the Summit Avenue Bridge (Bridge No. 62504) over Ayd Mill Road and the CPRR and the roadway approaches between Syndicate Street and Griggs Street; and
WHEREAS, the Council of the City of Saint Paul approved the Department of Public Works Five Year Capital Plan 2019-2023 (RES PH 19-94) on April 17, 2019; and
WHEREAS, the proposed project is identified in the Department of Public Works Five Year Capital Plan 2019-2023; and
WHEREAS, the elements proposed for implementation are referred to and listed in the attached Summit Avenue Bridge Summary of Engineering Recommendations dated May 13, 2019; and
WHEREAS, notifications were sent to nearby property owners and public meetings were held on April 13, 2017, August 28, 2017 and February 27, 2019 to collect input and solicit feedback on the project as proposed; and
WHEREAS, presentations were made to adjacent district councils to collect input and solicit feedback on the project as proposed; and
WHEREAS, the Transportation Committee of the Planning Commission reviewed the proposed project; and
WHEREAS, the Heritage Preservation Commission reviewed the proposed project and recommended proceeding with bridge demolition and construction.
NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Saint Paul does hereby authorize the Department of Public Works to reconstruct the Summit Avenue bridge and roadway approaches between Syndicate Street and Griggs Street.
